They are going through flight manifests and aggressively testing most international passengers and people they suspect would have come into contact with those who have travelled to nations where the infection rates are high. India has limited test kits. Can't go around testing everyone. Not at this stage. Now that private clinics have been permitted to the test for CoVid-19, there are likely to be many more tests.
