England's revolution took place because they invested in a serious review of their white ball cricket .

 

Strauss and co. then decided to implement what was necessary from the ground level up - from curators preparing flat decks to backing players to play a certain way no matter how much they fail etc. 

 

I dont think BCCI care enough to do something like that. A few token changes but that's about it.
