Once this is done the spamming will be in control, the lack of quality of threads would be drastically reduced as well. Members will think to give their best content to forum knowing that they have only limited threads to post. This imo would help to migrate from Twitter / facebook / WhatsApp culture to proper forum culture on ICF. The number of topics for every Indian cricketer must be more than 20 when in fact one thread per cricketer is enough.
