They waited too long for that. Rohit was a genuinely decent captain from mid 2010s to early2020s. The problem is that captaincy also has its "sell by" date just like batting, bowling or any other skill. They waited too long for captaincy to be given to Rohit. He should've been handed the captaincy instead of Kohli when Dhoni moved on. At the very least white ball format captaincy should've been given to Rohit at that time. But as usual with Indian cricket and BCCI, they waited too long and by the time Rohit got the captaincy he was on his last legs.
