Because the ICC is behaving in reactionary manner like a little bitch. As soon as a batsman took a helmet blow, they didn't want to get blamed for serious injuries on a bad wicket, so they called off play. Initially, SA was quite happy to hide behind "player safety" to avoid the loss. But now CSA probably realized the massive repercussions of abandoning the match in terms of venue bans etc, and the SA players realized what a catch-22 they are in - pussying out on the track they asked to be doctored, so probably went back and told the ICC that they are willing to resume.

You probably didn't follow the events as closely. But the South Africans came out in the press conference and talked up a big storm about emphasizing player safety, and only resuming play if ICC gave them assurances about "safe conditions". And lied about the ball that hit Elgar on the head - it was a vanilla short ball, not a ball that "jumped up from good length". And btw, Elgar was standing outside his crease - and regardless could easily have just swayed or ducked a regulation bouncer. SAF said they will wait for the ICC officials to decide on safety, it was a safe way to say they want the benefit of not playing but would not want to say they chickened. express bowling 1

That was probably the reason for this antic. i dont think Kohli would have agreed for that, they just wanted to escape the end of day play in this pitch and want a heavy roller in the morning, but the thing is its long past it, they wont score more than 100.
