The 26 Rafale M is a deal for Navy.

 

IAF is engaged in a separate deal, also they want TOT for jet engines, there are talks of G2G deal between India and France.

India doesn't need a defence fund. It doesn't need a SCST fund. The SCST fund is bigger than our defence fund.
