Were state Governments ( all including bjp) deliberately hiding data till all hell broke or their employees were doing testing on paper? I can’t understand why positivity rate was so low. Vivek92 1

In my view, Epicentre was Mumbai. Rest as they as history. The surge started in Feb. They ramped up testing in March. The transfer to other states had already happened by that time.
