I would say check the best performing fast bowlers in England for the past 4 years. See what type of bowlers they were, hit the deck or swingy kind or fast type? Accordingly pick from our probables suiting the English pitches. 

Make sure to ignore outlier records of bowlers who did well on extremely juicy pitches or weak opposition if any.

No just drop/rest him. Useless in ODIs as bowler. Instead give chance to youngster like MD Siraj or Navdeep Saini or Mavi/Nagarkoti.
