Kohli is honestly not as good as Sachin. Kohli could have lessened the gap if he tried harder but we all know enough about his mind. Kohli's desire to lead India (and lose winnable series) may have also affected his batting. While Sachin had no such desires. His desires are his stats.

If we are talking about "stats" can't go by the basic overall #s: 

 

Sachin

 

Sachin played 63 tests versus Eng, NZ, SL, ZIM, BD & WI (lost its steam when Sachin played most of its tests) to avg 69

 

In 36 tests versus Aus, SA, & Pak, he averages 44

SENA are stronger teams. Kohli has played 72 of his 99 tests against these teams at an avg of 48.

One of the most easily predictable scenario these days with kohli is getting bowled by a spinner and giving a sheepish look. lol Remember sachin had those moments briefly. After getting bowled by fast bowler and pretending that ball kept low. But that was for a brief period. He found his touch again. Kohli had one solid peak that lasted 3 years. After that he has been getting worse.

Last two-three years really damaged Kohl's career average and statistics. Otherwise, he was well in course and on par with Sachin.

It could get worse. He doesn't seem to be having another peak. With T20 commitments he doesn't have time to fix his batting failures. Tendulkar had time to take a step back analyze what went wrong and reverse it.

Let’s not forget Sachin had protection of other all time great batsmen in sehwag, Dravid (who I rate higher in tests), laxman etc so he could take shelter in non striker end when the dangerous bowlers were on (which he did often) and then could feast on lesser bowlers

 

kohli had no such benefit with rotating openers, useless Count Dracula and hahane 

 

also Sachin had benefit of playing likes of Zimbabwe , NZ when they were poor etc

if SRT has Kohli's drive and will to dominate (barring Kohli of past 2 yr) or conversely Kohli has SRT's impeccable technical skills, then you would get a player better than Bradman - not in terms of avg, but in terms of being a complete batter. such a combo would be even better than Steven Smith.
