But everyone doesn't overstep. In early 2000s, late 90s when Murali was being given no ball for chucking, ICC had a study and results of that study surprised every one. Before that study, there was no rule of degree but that study showed most bowlers chucked and that forced ICC to bring degree rule.

Chucking itself means illegal bowling. It may over history of cricket. But under current rules anyone below 15 degrees is not chucking.

 

You're confusing straightening of elbow with chucking.

Harbhajan's chucking was occasional . Nothing like Ajmal . Dude was absolutely useless without chucking. Even his offbreaks were terrible. 2001 Harbhajan was as clean as it got and Ajmal could have never bowled like that. And you have to be exceptionally stupid to consider Ashwin a chucker. He chucked to expose other chuckers. He is extremely effective with a legal action
